What would be nice, is for PowerMail to allow the Mac OS-based <ctrl>M shortcut, which highlights the first item in the menu bar. Then you can use the arrow or tab keys to move to whichever menu and menu item you'd like. Lots of other apps allow this; I wish PM would.
