Former Social Affairs Minister Bachtiar Chamsyah could face life in prison if convicted of having played a part in three separate corruption cases. The cases are linked to the procurement of live cows, sewing machines and sarongs, and are said to have caused a total of Rp 36.6 billion ($4 million) in state losses. Prosecutors from the Corrup tion Eradication Commission (KPK) formally indicted the United Development Party (PPP) politician on Tuesday, accusing him of violating articles 2 and 3 of the 2001 Anti-Corruption Law. Zet Todung Allo, the lead prosecutor, told the Anti-Corruption Court in Jakarta that in all three cases Bachtiar had appointed companies without following the tender process. In the first case, Bachtiar is suspected of collaborating with a private importer, Atmadhira Karya, to mislead the government about the number of live cows imported from Australia in 2004. Atmadhira Karya later channeled Rp 800 million to Insan Cendikia, a nonprofit foundation owned by Bachtiar. That same year, the Social Affairs Ministry appointed Ladang Sutera Indonesia to provide 6,000 sewing machines for home industries nationwide. The KPK said that ministry of ficials had instead arranged for the sewing machines to be distributed to large companies, as they were unsuitable for small and medium enterprises. In the third case, Bachtiar is accused of conspiring with businessman Cep Ruhyat in the procurement of sarongs earmarked for victims of natural disasters from 2006 to 2008. Bachtiar denied receiving funds from the projects, saying that Amrun Daulay, his former director general of social aid and security, was responsible for the procurements. Amrun, who has not been named a suspect, is now Democratic Party lawmaker. "Amrun told me that a tender was not needed because of time constraints. He assured me that the process would not violate the law," Bachtiar said after Tuesday's session. "But I don't want to blame anyone else. The programs were based on a desire to do good. I don't want to be called a corruptor," he added. Bachtiar's lawyer, Fauzi Yusuf, said that the defense would not challenge the indictment. Several PPP politicians attended the hearing to show their support for Bachtiar, who is a former chairman of the party's advisory board. "We hope it will be a fair trial. We believe that he is innocent," said Irgan Chairul Mahfiz, PPP secretary general.
