Este vorba despre "Iubirea Fedrei" (1996) semnata de Sarah Kane, adaptare dupa Fedra lui Seneca, montata in premiera la Teatrul de Stat din Arad de catre regizorul Mihai Maniutiu, unul dintre creatorii cu cel mai important box-office din Romania. Din pacate, toata faima autorului dramatic - texte de Sarah Kane au fost montate cu succes in lumea intreaga - si a regizorului nu sunt suficiente pentru a constitui o garantie de incredere. Desi spectacolul este inca in repetitii, directorul teatrului, Laurian Oniga, a fost convocat marti dimineata la primarie, unde a fost supus unei judecati sumare de catre seful comisiei de cultura, Cristian Moisescu, in prezenta primarului Gheorghe Falca si a viceprimarilor orasului Arad pe baza unei reclamatii care incrimina "nuditatea pe scena". Cum nici unul dintre cei prezenti nu vazusera spectacolul, i-am intrebat telefonic ce au de reprosat in acest moment directorului teatrului, care a castigat recent concursul pentru acest post. Cristian Moisescu, fost primar al Aradului imediat dupa 1990, a tinut sa precizeze pe toata durata convorbirii ca nu este "o persoana incuiata". Restul declaratiilor nu confirmau aceasta: "Am citit despre autoare, stiu in general despre ce e vorba, scrie texte pline de vulgaritati si obscenitati. La noi aici au fost si reactii in teatru. Nu sunt de acord sa popularizam raul, fiindca si asa traim intr-o lume plina de rau. Am avut o discutie cu directorul teatrului si i-am cerut sa aduca textul maine (miercuri, 27 septembrie) sa citim in consiliu anumite pasaje. Ca presedinte al comisiei de Cultura trebuie sa iau o pozitie. O sa anunt si consiliul local pentru ca pe viitor sa nu se mai intample asa ceva. (sic!)" La randul sau, primarul Gheorghe Falca (celebru mai ales pentru ca este finul presedintelui Basescu) crede ca repertoriul teatrului poate fi dictat de la primarie: "Conform legislatiei, exista un consiliu administrativ care aproba activitatea teatrului. Mi se pare normal ca primaria sa ia in discutie ce repertoriu se face. Comisia de cultura militeaza pentru bugetul teatrului, deci e normal sa se intereseze ce se intampla acolo." De partea cealalta, directorul teatrului spune ca nu-si imagina ca se mai poate intampla asa ceva in anul 2006: "Consiliul de administratie se ocupa de problemele administrative, nu de repertoriu, care este responsabilitatea mea. Am invitat un regizor important, recunoscut, multipremiat, tocmai in speranta ca asta va duce la o retrezire a teatrului acestuia. Din pacate, chiar daca este un oras de granita, paradoxal, exista la Arad o mare inertie locala, cel putin in materie de teatru. Mi s-a spus la intalnirea repectiva ca s-a auzit ca textul este vulgar, licentios si obscen, iar spectacolul la fel, si mi s-a cerut sa prezint textul in consiliu, ca sa se taie din el. Mi s-a cerut sa iau masuri, clamandu-se ca aradenii nu platesc pentru asa ceva. Nu voi merge sa citesc din textul spectacolului in consiliu, abia asa s-ar vulgariza totul. Cred ca ar trebui ca acesti domni sa vada intai spectacolul, si abia apoi sa discute." La randul sau, regizorul Mihai Maniutiu, in acest moment unul dintre cei mai importanti creatori romani de teatru, spune: " N-am crezut ca voi ajunge sa spun asa ceva, dar cenzura este o reinventie aradeana in 2006, cu numai cateva luni inainte de intrarea in Eropa. Daca lucrurile astea s-ar petrece la un nivel de reala vizibilitate, un asemenea caz ar putea depuncta Romania. De la Dulea, care mi-a interzis in 1986 spectacolul «Tulburarea apelor», nu mi s-a mai intamplat asa ceva. Au trecut 20 de ani de atunci. Mi se pare o gluma proasta." Intrebat cum ar caracteriza spectacolul care a starnit toata aceasta tevatura fara a fi vazut inca de cineva, regizorul spune: "E vorba despre dezastrele amorului si manipulare politica, iar cand asemenea teme se ciocnesc, e normal ca spectacolul sa aiba o forta si o violenta poetica - subliniez acest cuvant. E un spectacol care isi propune sa provoace in spectator o meditatie interioara, dupa ce intalnirea cu scena se produce. Asta, evident, daca i se va permite." "Iubirea Fedrei" a avut premiera la Gate Theatre, in Londra, in mai 1996. But it is the boastful tyrant's monument, not the self-confidence of his enemies, that lies splintered in the sands. Five years on from the atrocities of 11 September 2001, George W Bush and the neo- conservatives have managed to turn much of Afghanistan and Iraq into desolation, full of now lifeless things. Amid this carnage lies another, unlamented casualty -- the colossal wreck of US and British foreign policy. The authors of that wreckage cannot conceivably claim they were not warned of the calamities they would unleash. Millions of us told them what would happen if they seized on the events of five years ago to launch what the Pentagon now calls the "long war". Four days after the attacks in New York and Washington I spoke in a sitting of the recalled British parliament. I warned that if the US and its allies mishandled the response, they would create a thousand, ten thousand Bin Ladens. Five years on, is that not what's hapened? Many tens of thousands of people -- mostly women and children -- have been killed in Iraq and Afghanistan. Do the ultimate perpetrators of the killings, as they sit behind their mahogany desks in the White House and Downing Street, imagine that the rest of us have not noticed how they do not deem those Arab and Muslim dead worthy of the same grief as attends their own? Do they think we have not noticed how they refuse even to count the number killed in Iraq? Did they believe that the pornographic images of Abu Ghraib would be discounted? Did George Bush and Tony Blair delude themselves into thinking they could whet the knife that Israel plunged into Lebanon without being seen as accomplices to war crimes? Blair certainly gave every appearance of having lost all contact with reality when he flew to Tel Aviv last weekend. With his own MPs plotting to oust him for damaging their re-election prospects, he went to occupied Jerusalem and threw his arms around Ehud Olmert, whose war in Lebanon the vast majority of people in Britain opposed. As for Bush, he has always struggled even to give the impression of having a connection with reality. Nevertheless, the reality of the last five years stubbornly remains. The world is not a safer place; it is more violent, more dangerous. There are more, not fewer, jihadists of the Bin Laden stripe. The bitterness in the Arab and Muslim world is deeper, broader and more incendiary. In Afghanistan, Blair, oblivious to his nation's history of military catastrophe in that proud country, has hurled his soldiers into the most unforgiving terrain, against a ferocious and growing military resistance, in a part of the world that even Alexander the Great could not occupy. In Iraq, the occupiers have spilt enough blood to turn the two great rivers red. In order to cling on they foment sectarian and confessional strife which, and this may be their parting gift, threatens tragically to trisect the country. Can they with a straight face claim Iraq is better off now than it was before the invasion? Remember what they said their war would achieve: freedom and democracy, respect for women, prosperity and dignity. In truth, it was the freedom of US corporate culture, the democracy of the dollar and an Arab world ruled by corrupt kings and puppet presidents just as pliant but a little less gauche, able to rig an election as the Bush's do in Florida rather than tactlessly incarcerating the opposition. Even these, their own selfish ambitions, have not been achieved. That increasingly stands out as the most salient feature of the reality they have created over the last half- decade. Nowhere symbolises it more than Lebanon. In March of last year the US State Department and British Foreign Office were incongruously playing the role of revolutionary pamphleteer. The "Cedar Revolution" in Lebanon was, we were assured, about to usher an irresistible movement for a "New Middle East". Fifteen months later and we know what that looks like: the Israeli army pledging to bomb Lebanon back two decades and embarking on an invasion whose success was predicated on reigniting the flames of civil war which the people of Lebanon have done so much to douse. The war this summer was not merely another episode in the bloody history of Israel lashing out at bordering states. It was a battle in Washington's wider war on terror. It was a front that opened up, ironically, precisely because the US is mired and losing on the Iraq front. The assault on Lebanon was meant to pave the way to further a

Drept urmare, Andrei Chiliman, primarul Sectorului 1, va cere in instanta anularea avizului dat de minister. Incredibil, dar adevarat. Ministrul Culturii a mintit atunci cand a declarat ca a anulat avizul dat de Comisia Nationala a Monumentelor Istorice omului de afaceri, Costel Constanda, fapt ce-i permitea acestuia sa faca din Bordei un cartier rezidential. La 22 septembrie s-a consumat inca un termen al procesului dintre consilierii generali al Capitalei si Constanda, cel care detine 3,3 hectare din Parcul Bordei. Printre actele depuse la dosar de omul de afaceri s-a numarat si o adresa din partea secretarului de stat, Virgil Stefan Nitulescu, care-l asigura pe acesta ca "Ministerul Culturii si Cultelor nu a emis un alt act administrativ care sa suspende sau sa infirme avizul dat de Comisia Nationala a Momumentelor Istorice". Cu alte cuvinte, declaratiile pompoase date de Iorgulescu pe 19 iulie cu privire la suspendarea actului cu pricina au fost facute doar de dragul camerelor de filmat. PE DINAFARA. Pe de alta parte, ministrul Culturii recunoaste ca nu stie care este realitatea din teren. "Nu stiu despre nici o adresa pe care ministerul i-ar fi dat-o lui Constanda. Nici nu stiu cine a semnat-o, o sa ma interesez. Pot sa va spun ca la sfarsitul lunii septembrie se va rediscuta cazul, lucrarea fiind data comisiei spre reavizare. Comisia a fost schimbata, iar avizul poate fi considerat suspendat atat timp cat nu produce efecte", ne-a declarat Iorgulescu. Ba produce efecte, in conditiile in care Constanda se prezinta la proces cu un act ce demonstreaza ca avizul care-i permite sa distruga Parcul Bordei nu a fost anulat. De asemenea, Ministerul Culturii nu a elaborat nici un raspuns la contestatia formulata de Primaria Sectorului 1, cu privire la acelasi lucru. Drept urmare, primarul Andrei Chiliman va actiona in judecata Ministerul Culturii, cerandu-i sa anuleze avizul dat ilegal. "Membrii Comisiei Nationale a Monumentelor si-au depasit atributiile, aproband atat studiul istoric de fundamentare, cat si Planul Urbanistic Zonal facut de Constanda. Pentru ca nu a fost anulat avizul pana acum, ma voi adresa instantei", ne-a spus Chiliman. "SUB PROTECTIE". Initial, avizul a fost semnat la inceputul lunii iulie de secretarul de stat PD, Ioan Onisei. Actul se referea la restrangerea zonelor de protectie. Mai exact, Parcul Bordei se afla intre doua monumente istorice, Parcul Herastrau si Uzinele Comunale Bucuresti, pe zona de protectie a acestora. Constada, prin studiul sau, a propus Comisiei Nationale a Monumentelor Istorice, iar aceasta a aprobat, diminuarea spatiului de protectie, astfel incat sa poata construi dupa bunul plac. Acest lucru sfideaza orice reguli, avand in vedere faptul ca nu Constanda era cel in masura sa-si faca propiul studiu, ci specialisti neimplicati in proiectul omului de afaceri. Omul de afaceri vrea sa construiasca pe spatiul verde un asamblu de vile de lux si un hotel. Conform avizului, inca nesuspendat de Iorgulescu, Constanda poate sa construiasca imobile cat Casa Presei. Pentru a salva ce se mai poate, Ordinul Arhitectilor din Romania a cerut Directiei pentru Cultura, Culte si Patrimoniu clasarea de urgenta ca monument istoric a Parcului Bordei. Sub numele de Parcul Harastrau Vechi, asa cum apare in planul Bucurestiului din 1923, Bordei a constituit nucleul de la care au pornit lucrarile de amenajare a celui mai mare parc al Capitalei, Parcul National, ulterior Parcul Herastrau. Ministrul a facut apel catre toate persoanele care detin date si informatii relevante pentru derularea cercetarilor sa le furnizeze procurorilor. Întrucât contestatia formulata de Primaria Sectorului 1, în legatura cu Avizul mentionat nu a putut fi, pâna la aceasta data, solutionata tocmai din cauza modificarilor legislatiei în domeniul monumentelor istorice si a declansarii procedurii de numire a unei noi Comisii Nationale a Monumentelor Istorice, în prima sedinta a noii Comisii Nationale a Monumentelor Istorice se va discuta contestatia depusa. 3.. De îndata ce Comisia Nationala a Monumentelor Istorice va decide cu privire la obiectul contestatiei, va vom înainta punctul de vedere al acestui organism. 4.. Având în vedere cele de mai sus, apreciem ca, pâna la solutionarea definitiva a contestatiei, este necesar ca procedura de elaborare a altor documentatii urbanistice în legatura cu obiectul Avizului sa ramâna în asteptare, situatie pe care va rugam a o lua în considerare. What is enjoyable is not so much finding out who the villain is, but hearing the detectives explain their reasoning. Today, not all detectives are human. At insurance companies, banks and telecoms firms, fraud-detection software is used to comb through millions of transactions, looking for patterns and spotting fraudulent activity far more quickly and accurately than any human could. But like human detectives, these software sleuths follow logical rules and combine disparate pieces of data-and there is something curiously fascinating about the way they work. Consider car insurance. Every Monday morning, telephone operators at insurance firms listen to stories of the weekend's motoring mishaps, typing the answers to several dozen standard questions into their computers. Once, each claim form then passed to a loss adjuster for approval; now software is increasingly used instead. The Monday-morning insurance claims, it turns out, are slightly more likely to be fraudulent than Tuesday claims, since weekends make it easier for policyholders who stage accidents to assemble friends as false witnesses. A single rule like that is straightforward enough for a human loss adjuster to take into account. But fraud-detection software can consider dozens of other variables, too. If a claimant was nearly injured (because of an impact near the driver's seat, for example), the accident is less likely to have been staged and the claim less likely to be fraudulent, even if it is being filed on a Monday. Drivers of cars with low resale values are proportionately more likely to file fraudulent claims. But that factor is less important if the claimant also owns a luxury car, which suggests affluence. And if the insurance on the luxury car has expired, the likelihood of foul play drops further, since this increases the likelihood a person will drive a cheaper but properly insured car. And so on. The staggering number of combinations, each an indication of fraud or legitimacy, underscores the limitations of human analysis. Fraud-detection software, however, can evaluate a vast number of permutations and deliver a fraud-probability score. And such programs are getting better as new claims provide extra statistics that can help tune the computational recipes, or algorithms, used to detect fraud. German insurers, for example, recently noticed that claimants who call back shortly after filing, angrily demanding speedy settlement, are disproportionately more likely to be cheaters, says Jörg Schiller, an insurance expert at the Otto Beisheim School of Management in Vallendar, Germany. Evidently fraudsters consider themselves good actors. But when pugnacious policyholders call after the 20th of the month, the probability that they are acting decreases slightly, since funds from the previous month's paycheque may be dwindling. Mr Schiller says most car insurers in rich countries now use fraud-detection software, and those in developing countries are adopting it rapidly. Play your cards right With an estimated $250m in annual sales, and yearly growth topping 25%, the largest and fastest-growing category of fraud-detection software is that used to spot fraudulent credit-card transactions. According to the Association for Payment Clearing Services, based in London, such software is largely responsible for reducing losses from credit-card fraud in Britain alone from £505m ($925m) in 2004 to £439m ($799m) in 2005. Merchants implementing anti-fraud software for the first time commonly see losses from fraud reduced by half. Such software evaluates many parameters associated with each credit-card transaction, including specific details of the items being purchased (derived from their bar codes), to evaluate the likelihood of foul play in the form of a numerical risk score. Any transactions that score above a certain pre-defined threshold are then denied or challenged. Buying petrol seems innocent enough. If no attendant is present, however, the risk score goes up, because fraudsters prefer to avoid face-to-face purchases. Buying a diamond ring soon after buying petrol results in an even higher risk score: thieves often test a card's validity with a small purchase before buying something much bigger. A $100 purchase at a shop that sells hard liquor is more likely to be fraudulent than a more expensive shopping spree at a wine shop, because whisky is easier to fence. A purchase of sports shoes is risky because trainers appeal to a demographic with less money than, say, buyers of golf clubs

25 septembrie 2006, Cluj-Napoca Asociatia Transilvania Verde a înaintat o contestatie Ministerului Mediului ºi a Gorpodãririi Apelor, în care solicitã investigarea procedurii de emitere al acordului de mediu pentru exploatarea sienitelor din Ditrãu, respectiv respingerea emiterii acordului.
