Hi Martin,
I just opened a new session and created a click track and randomly chose one of 
the presets. The LED was on by default and I had no issues with VoiceOver being 
sluggish or unresponsive. I'm not sure what the issue might be for you. These 
days, more than ever before, I can appreciate how challenging things can be for 
a technical support team because there are so many variables that could 
potentially affect any given scenario. Your issue could possibly be something 
completely unrelated to Pro Tools itself. It's difficult to say.

I'm curious whether you've rebooted and opened the session and whether the 
behavior persists.

Hi Martin,

The LED display is right in the plug-in and flashes every time the click 
sounds. Turning it off simply disengages it. Now, you've seen this exact same 
behavior on two different computers? Hmm…
Send me a copy of the session file. Don't attach any audio files, just the 
session file itself. I'll open it here and take a look.

Thanks a lot for your help again.

After removing the Click II folder the problem still exists with the factory
preset.

My fault: I never went into the Click II plug-in window before.

Now I created a new session only with the click track for you.
I saved the session with the "off" "Enable LED" session

I haven't noticed this but haven't been using any click tracks since upgrading 
to 12.3.1. I'll check it out later today.
