I should clarify something. I have a computer science degree and I understand graph theory, so I know exactly what this is doing. But is that something we want to require from our users?

Actually, since this is individual preferences it struck me, you can just update the terminal configuration and download a color scheme that works for you. There is no way to use ANSI colors as they are all horribly ugly and only a fixed set of 16 that looks different on different terminals/emulators. Wiki page shows this: https://en.wikipedia.org/wiki/ANSI_escape_code 
Color schemes for iTerm2 can be found here: http://iterm2colorschemes.com/ (including solarized).

I think that's really it for notable stuff in the 3.0 release. The majority of tickets were about porting features from the Ruby implementation and then fixing bugs in those new implementations. I'd say those fixes would need to be called out in the release notes were this a new "cfacter" release, but for Facter 3.0 it doesn't make much sense to call out fixes to issues that don't exist in the previous version.
