During a test run, I changed the agent system time 3 minutes earlier date --set='-3 minutes' and the output shows the master time is about 5 minutes ahead of the agent, which means the master was initially 2 minutes ahead. So the pooler is returning VMs that don't have synchronized time:

In discussions with Ryan Coleman it's actually become clear that we should allow this sort of thing, i.e. that it should be legal to say Foo consumes Bar and Foo consumes Baz where both of them set the same parameter.
What should be illegal is consuming both a Bar and a Baz in an instance of Foo:
foo {one: consume => Bar[one]} # ok
foo {one: consume => Baz[one]} # ok
foo { one: consume => [Bar[one], Baz[one]] } # illegal
One example of this would be if Bar and Baz were capabilities for different sorts of RDBMS - essentially, we'd do some variation of variant types here.

Capability resources (and components) can depend on node facts - and that's perfectly fine, as long as we can figure out the names of components/capres without node facts. We need the types/titles of components to determine which nodes they go on, and they can therefore not depend on node facts. Strictly speaking, we could let people do stuff like {{ export => Sql[$::fqdn] }} but that would require that we pull in facts from PuppetDB for each node and switch to the right node's fact when we compile the environment catalog.
With these caveats, we can instantiate capres when we compile the env catalog, but their attributes might be junk because of missing node facts. We also don't need the full instances in the env compiler, since we are only interested in the refs to components and capres so we can build the env graph.

It's the fact that the environment graph seems to be incomplete somehow when the ral is finalized. If I compile using the normal compiler instead of the environment compiler, then everything is fine. I can create the ral and the graph and it doesn't trigger any lookup. Why isn't the capability resource in the catalog when compiled with the environment compiler? Attempts to install a gem from a local source on windows using the package type fail because the provider eventually passes the path as a source argument:
