The main thing I had in mind is that if you say consume => Cap[one] or require => Cap[two] somewhere in your env graph, that we check that there are corresponding export => Cap[one] and export => Cap[two] params on some other resources in the environment graph, i.e. that we check at env compile time that a node won't ever try to get a capres that does not exist when we compile its node catalog (assuming we compile node catalogs in the right order)

I can think of two ways to do this with unit testing: (1) use VCR or (2) mock some low-level network thingy, like Net::HTTP or whatever the terminus uses to access PuppetDB and verify that the request goes to the right server.

In discussions with Ryan Coleman it's actually become clear that we should allow this sort of thing, i.e. that it should be legal to say Foo consumes Bar and Foo consumes Baz where both of them set the same parameter.

Capability resources (and components) can depend on node facts - and that's perfectly fine, as long as we can figure out the names of components/capres without node facts. We need the types/titles of components to determine which nodes they go on, and they can therefore not depend on node facts. Strictly speaking, we could let people do stuff like {{ export => Sql[$::fqdn] }} but that would require that we pull in facts from PuppetDB for each node and switch to the right node's fact when we compile the environment catalog. 
With these caveats, we can instantiate capres when we compile the env catalog, but their attributes might be junk because of missing node facts. Thanks Josh Cooper, I will. Also upon further examination I found that the "end of file reached" message reported by a puppet client corresponds with a Java exception "java.nio.channels.WritePendingException: null" in puppetserver.log exactly as found in SERVER-819 . But it isn't the relationship_graph that triggers this. It's the fact that the environment graph seems to be incomplete somehow when the ral is finalized. 
If I compile using the normal compiler instead of the environment compiler, then everything is fine. I can create the ral and the graph and it doesn't trigger any lookup.
