I understand the pain but that will be very difficult to achieve as the defaults are using subkey lookup to get into trusted facts. Note that '.' in keys were never intended to be supported, they just happened to work. 
Since this has been out now for quite some time, and there has only been one earlier issue-report where this was troublesome enough to file a ticket which we closed that with a Won't Fix (it did suggest we revert the change though), I am also going to close this the same way. 
What you can do, if you are on one of the latest versions of puppet is to write a wrapper hiera backend. We now support that a hiera backend can be responsible for interpretation of subkeys. It needs to have a method that declares that it wants to do subkey handling on its own, and then the keys will be passed verbatim to the backend (instead of now, being interpreted by hiera itself).

I'm uncertain to which provider the OP refers when he says Exec passes the command string to the shell, since that's a provider-specific behavior. Of course, running the command via a shell is exactly what the shell provider should do. 
I suppose the OP is referring to the posix provider, whose whole purpose is to bypass the shell. Puppet currently implements that provider in a manner that seems to end up invoking Kernel.exec with the single-string form of the command, and, as recently came up on puppet-users, that sometimes results in the command being executed via a shell, contrary to documentation. That constitutes a bona fide bug, either in the implementation or in the docs. Inasmuch as bypassing the shell is supposed to be the distinguishing characteristic of the posix provider, I think it's hard to attribute the bug elsewhere. I therefore suggest elevating this issue to "bug" status. 
Indeed, the posix provider is in a bit of a bind here, because the command is Exec's namevar, and so (I think) it must be a string. But that provider's intended and documented behavior more or less requires the command to be presented as an array – the user must be responsible for word splitting, (non-)quoting, etc., because the shell is not supposed to be involved. 
If it were possible, I think it would be best to allow the command attribute to be given as an array, whose elements are ultimately passed as multiple individual arguments to Kernel.exec without interpretation (for the posix provider). Even then, a correct, single-element command array could yield the wrong behavior under unfavorable (and fairly unlikely) circumstances, but in almost all cases it would do the right thing. Other providers could handle array commands as appropriate for themselves – for example, the shell provider might joining elements with whitespace, or even with semicolons, and pass the result to the shell. Of course, an array for the resource title means something completely different, and perhaps that is an additional roadblock in the way of taking this approach.

As an author of manifests I want to get errors at parse time rather than at evaluation time.  
This will give me up front knowledge of more issues that needs to be fixed in our manifests without me having to do a full compilation and run for a node. This will save me time, and will increase quality as I expect to be able to catch more errors with parse validation as code is being checked in. (where it is impractical and expensive for us to run full acceptance tests). 
I also expect that the quality of the error messages will be higher, as I expect that type inference will be done in such a way that it not only tells me what it expected the type of a value to be, but also why it expected that. This will save additional time as it makes it easier to understand what it wrong, and how to fix the problem. 
I also expect that the parse time validation validates all code paths in contrast to run-time errors that only occur when conditional logic made the code path with the problem be evaluated. Discussion with Josh Cooper so far: 
 

This should happen as part of the catalog Compiler terminus, not the StaticCompiler terminus.
 

The behavior may borrow most of the StaticCompiler implementation, but doesn't need to be identical if it doesn't make sense.

As part of PUP-5726, Windows API calls for retrieving / setting environment variables were added. This was done to work around a Ruby ENV bug https://bugs.ruby-lang.org/issues/8822 that corrupts UTF8 characters set in the environment (as keys or values) that don't map cleanly to the local codepage. While this was allegedly fixed in Ruby 2.3.0, it has not yet been backported or scheduled for backport. 
Therefore, the withenv helper was updated to not use Rubys ENV, and to instead use the API calls. 
However, there are a number of places where ENV is accessed and modified that may also trigger corruption issues. 
This ticket should cover: 
 

Finding other danger spots in the code - for instance access through ENV of PATH and HOME have risks of being problematic, but SYSTEMROOT, PATHEXT, windir and COMSPEC should be safe to ignore due to the low likelihood of these values containing Unicode characters. ENV usage inside tests can also generally be ignored, as problems running specs would likely only manifest on a non-English Windows install with a username that includes Unicode chars, that has a Unicode path as a home dir.

This commit removes a bug where the default configuration JSON was in the incorrect format. This commit also adds the ability to pass in either a single `server_urls` as a string or an array of `server_urls` for PuppetDB failover. This commit catches JSON parse errors as well and warns the user when they are encoutered, falling back to the default configuration. 
This commit also aligns the format of the CLI configuration file with all of the other PuppetDB configuration files, such that there is now a single `puppetdb` header where you specify your server_urls and ssl credentials. In PUP-1985 we did the implementation and definition of how parameters in a function, lambda, user defined resource and class may reference parameters in the same definition within the default value expressions.

It appears that PUP 4.3.2 overwrites the value of server in puppet.conf on windows 2012r2 (and 2008) with the default of puppet. This causes puppet runs to fail after upgrades (unless, of course, you are actually configuring puppet to point to your master.) I discovered this while testing my fix to puppet_agent, and while I cannot see anything in my changes that would be causing this issue, it may be causing it? If you are curious, the PR is https://github.com/puppetlabs/pe_acceptance_tests/pull/828 , which I have been testing with Josh's custom puppet_agent fix

 It appears that PUP 4.3.2 overwrites the value of {{server}} in {{puppet.conf}} on windows 2012r2 (and 2008) with the default of {{puppet}}. This causes puppet runs to fail after upgrades (unless, of course, you are actually configuring {{puppet}} to point to your master.) I discovered this while testing my fix to puppet_agent, and while I cannot see anything in my changes that would be causing this issue, it may be causing it? If you are curious, the PR is https://github.com/puppetlabs/ pe_acceptance_tests puppetlabs-puppet_agent /pull/ 828 66  , which I have been testing with Josh's custom puppet_agent fix for pe_acceptance tests https://github.com/puppetlabs/pe_acceptance_tests/pull/828 and the attached beaker file/beaker command.I don't really know anything about how an MSI is made, but https://github.com/highb/puppet_for_the_win/blob/master/wix/puppet.wxs#L637 seems suspect to me? It seems to indicate to me that the default will be set if the command line option is not passed in, and the rest of the MSI appears to always set the value in the conf to whatever PUPPET_MASTER_SERVER has been set to. It appears that the documented behavior is to not change the value if the command line arg is not given: https://docs.puppetlabs.com/pe/latest/install_windows.html#puppetmasterserver {quote}"If you set a non-default value for this property, the installer will replace any existing value in puppet.conf. Also, the next time you upgrade, the installer will re-use your previous value for this property unless you set a new value on the command line. So if you’ve used this property once, you shouldn’t change the server setting directly in puppet.conf; you should re-run the installer and set a new value there instead."{quote}

Yup, it is definitely still busted. My man page fix was just about the versions we post on the website.  
Again, there's two issues:  
 

We should be pre-generating the formatted troff instead of relying on 'puppet man'. Vanagon should be running Ronn and putting the bits into the packages.

Although we can add this if we want to, I don't see this as that important. We will instead be possible to do something like this with the help of parameterized aliased types since case does an instance_of? check when a case option is a Type and the type system is versatile enough to describe quite elaborate matches.
