The Runtime3TypeLoader#find method will delegate to the known_resource_types of the current environment. This might lead to new code being brought in, parsed, and evaluated. and that evaluation might instantiate the very resource type that was first queried. The instantiation updates the Runtime3TypeLoader. Problem
 When a user updates puppet components (server, agent, puppetdb, etc.), a number of new features and options are typically made available, in addition to the default location of some files being changed. Older features, options, and file locations (collectively 'features' for simplicity) are considered deprecated, to be removed in some future version. Alerting the user of this is challenging for a few reasons. 
1. Deprecation messages in puppet runs are noisy and most users disable them as quickly as possible, never to be seen again. 2. Moving the messages to the component's log results in a bunch of needles being added to the needlestack. 3. At the time of deprecation, it is usually impossible to determine what future version will have no longer support the deprecated feature, or when that version will be released, so users cannot plan for a timely removal of the feature. 4. Starting to have second thoughts about this. Implementing this for yum/dnf and rpm is easy, but I started for apt and I can grab the current installed version, but then I cannot simply if should < version because I would have to write a version compare function like in yum.

3) if suddenly, do any of the fact names I listed above correspond in an obvious way to recent changes? No, the facts are the same, there is no a recent change on them. 
4) Do you use a single PDB + postgres/single master or is your PDB/postgres setup more complicated than that? We use a single postgres master, but for each PM we have puppetdb installed (we have 10 pms) 
5) (unlikely) does anyone ever perform manual deletions on this database?  Manual deletions no, but it is configured on each PDB report-ttl = 14d

Ethan Brown 's FR found a different duplication error where root certificates appeared to be loading twice. https://github.com/puppetlabs/puppet/blob/master/lib/puppet/util/monkey_patches.rb#L136 
This is not due to a bug, but is "by design". A certificate store used in https://github.com/puppetlabs/puppet/blob/master/lib/puppet/util/monkey_patches.rb#L136 is a logical store, not physical. The logical is made up multiple physical stores, merged together to look like one. https://blogs.msdn.microsoft.com/muaddib/2013/10/18/understanding-and-managing-the-certificate-stores-used-for-smart-card-logon/ 
To create an "apparent" duplicate certificate do the following; 1. Open regedit and browse to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\SystemCertificates\ROOT\Certificates 
2. Export one the certificates to C:\DupeCert.reg 
3. Edit C:\DupeCert.reg in Notepad and change "HKEY_LOCAL_MACHINE" to "HKEY_CURRENT_USER". Save the file 
4. Import C:\DupeCert.reg into the registry. 
This now means the certificate is in both the Machine and User ROOT registry certificate stores and appears as a duplicate 
But this doesn't explain why the ruby code doesn't catch the duplicate. It should do as part of "...instance.to_a.uniq" https://github.com/puppetlabs/puppet/blob/master/lib/puppet/util/monkey_patches.rb#L132

The concern is that currently there is no way to warn or notify a user they are signing certificates with ssl extensions. Which means in the instance of TK-293, someone could request what appears to be an agent certificate, but contains ssl extensions that conform to the whitelist access policies for PuppetDB. 
By adding a new set of extensions (authorization extensions), we don't have to change the autosigning behavior or configuration for the previous extensions to prevent that above issue - Puppet already flags and wont autosign certificates that contain extensions outside of the predefined space. FYI Kylo Ginsberg and I discovered this is a really unique corner case, where we have a CentOS 6 node with Ruby 1.8.7 at the system level. The rspec tests are done with bundle, and we've hijacked the PE binary at /opt/puppet/bin/bundle to run those tests. Bundled vs system vs whatever gems conflict due to order of loading. I'm hoping Kylo can provide more specifics, for any others who run into this corner case.

and change postgres's max_stack_depth parameter to be a megabyte or so less (this will require a postgres restart)? My ulimit is reporting kilobytes, so if it's the same for you make sure to make the appropriate conversion. 
My guess is that once you've ended up in the situation you're in, it can only get worse. There's a good chance that if raising max_stack_depth allows the delete to succeed you can then lower it again if needed. The configuration parameter is documented here:

If the delete still fails, I'd like to see the same postgres logs with the new failure. In that event we'll probably need to clear those facts out manually via a truncate or targeted delete. The conclusion on puppet-dev seems to have coalesced around: 
 

The systemd provider should report static status as enabled. This seems mostly consistent with how systemctl is-enabled reports it (exit status 0) and is consistent with chkconfig.

Worth mentioning here is that we do (since some time back) have the ability to write logs in JSON which enables slicing and dicing of the information in a structured way. This structured logging can also preserve issue-codes which makes it easier to correlate and group logged issues. Catalog Preview is using this technique with performing a catalog diff. 
One possible alternative workflow is to set --strict to off. When getting ready to upgrade, run compilation with catalog preview and --strict warning (or even error). Fix issues until clean, then switch to new version. While this does not have a separate log for deprecations I think it achieves the same, and in a better way as the catalog preview tool aggregates and correlates errors and warnings. 
We expect all deprecations (and extra validations that will be standard in the next version) to be behind the --strict setting.

This problem arose because PE 3.x's ruby includes rgen 0.6.5 (but not bundled as a gem, so doesn't show in, say, gem list). Puppet itself vendors a newer version of rgen (0.7.0 as I write), but the puppet-vendored gems are {{load}}ed after anything found in the system ruby (or bundled gems, etc). In short the PE-provided version of rgen will take priority. 
This has long been the case, but in puppet 4.4.x, the puppet code started using an rgen method which is present in 0.7.0 but not in 0.6.5. So as of puppet 4.4, using a PE 3.x ruby to test (or run) puppet code will fail as described in the linked rspec-puppet issue.  
Using a system ruby, as Rob describes in the comment above, or using a ruby manager such as rbenv or rvm, none of which will have included an rgen gem, will avoid this issue.
