Due to the way that passwords are checked with the LogonUser API, an account has to be in an enabled state for Puppet to successfully login. Based on a successful login, it knows the current password is correct - but it currently only uses success as an indicator.
So after a quick test, it looks like we have a pretty good option. ERROR_ACCOUNT_DISABLED - 1331 (from PUP-6569) is actually indicative of a successful password check, but failed logon due to disabled account. A quick test seems to indicate that is does indicate a good password. Given disabled account bob with password password:

On Windows 2008R2, when managing a local user the password will always report as changed if the user's account is disabled. This appears to be due to the provider not checking for the ERROR_ACCOUNT_DISABLED return code as outlined in PUP-6569.
To recreate:
1. Create a new local user, "testuser", on Win 2k8R2 (also seen on 2012) and set the account to disabled. 2. Run `puppet apply -e "user {'testuser': ensure => present, password => 'Puppet11'}
"`. Note that no matter how many times it is run, the output will report "Notice: /Stage[main]/Main/User[testuser]/password: changed password". 3. Re-enable the account 4. Run `puppet apply -e "user {'testuser': ensure => present, password => 'Puppet11'}
"`. Note that the notice is no longer shown.

Note this is another variation of the "custom mount point" use case we talked about, where people don't want secrets or large files checked into jgit. This seems reasonable to me at least. I think the only time a compiler could reasonably know that the URI refers to itself is if the host matches its fqdn and certname, and even then, there's probably someone doing something stupid like putting puppetserver in docker containers that all use the same cert and hostname but actually aren't identical and somehow they end up running into this issue. But it's certainly worth checking to see if they are somehow picked up in Ruby as an artifact somehow? The fix you put in for PCP-94 at https://github.com/puppetlabs/pxp-agent/commit/85e36fbf21bed6f3288d92b5eba9a7aa4897b86f is of interest here - I'm still not sure how / why it works on Windows. Under this same scenario with "non-static catalogs", the catalog compilation will succeed and the run would later fail / succeed depending upon whether or not the agent is able to pull down the file source. This problem would essentially prevent the use of agent-specific "secured resources" in a static catalog - where an agent may be authorized to retrieve the resource but whereas the master should not be. Josh Cooper indicated that he thinks that it is inappropriate for the master to even try to retrieve and inline metadata in a static catalog for a remote file resource. Independent of the issue with agent-specific "secured resources", there are no guarantees that a master could make that a remote resource it has fetched would be consistent throughout the life of the associated "code_id" that the agent and master use to version the catalog content. Here are some more detailed steps for reproducing this problem under an open-source Puppet Server setup. In short, the resultant value of a function defined in the Puppet language which does not reference any Ruby code will be cached when environment_timeout is set to unlimited. This cache is generated separately based on parameters passed to the function, but it is shared between runs and between nodes. This causes a problem when the function refers to fact values, because if a fact value used by the function changed between runs or between nodes, the result of the function may not be accurate. This behavior does not occur if the function calls a Ruby function. It also does not occur if environment_timeout is set to 0. If the expected use of functions defined in the Puppet language is to only ever reference data that is passed in directly via variables, then the scoping should reflect that by not making any top-scope variables available within a function, although this would make functions different than every other construct in Puppet, so I don't think that would be a good resolution. Better is to stop this result caching behavior from occurring. This occurs at least in Puppet Server 2.4.0 on CentOS 7, both FOSS and PE builds. I have not tested this in other versions or under other conditions.

When that calls out to the provider, the provider of course says "I'll get my should value from the resource!" because it has no reason to believe it's working off of a cloned property One potential fix is to clone the entire resource when evaluating corrective change, but that seems pretty overboard. The `puppet cert` application does not appear to work on Windows - specifically, actions that show info about certs.As of filing this ticket, {{puppet cert print --all}} and {{puppet cert fingerprint --all}} do not return any text{{puppet cert \-\-help}} does print out the help, and {{puppet cert print}} without the {{--all}} flag does print an error specifying you need to provide hosts or --all when using print.The reason this is problematic is that when deploying PE, admins can use `puppet cert fingerprint --all` to compare the agent's fingerprint with the one listed for the CSR on the master to ensure the agent is indeed who it says it is. A workaround is that the user could still navigate to the cert and ascertain the fingerprint with other tools than puppet, but this does not seem ideal.Discovered during testing of puppet-agent build ebf41b536e32cf9c39a2d8cd9467ee1eff2ec705 in preparation for puppet agent 1.6.0 release. Testing on Windows Server 2008 i386
