This is snowballing. When debugging, I detected that when compiling a catalog, an alias is not created because the Puppet::Resource#uniqueness_key (which is based on name) retains the trailing slash. This means that defined returns false and both resources in the example are created and added to the catalog. 
The error occurs when doing catalog.to_ral (happens in apply). When converting to RAL, the resource is converted to a Puppet::Type::File. When added to the new catalog, it will instead use Puppet::Type#uniqueness_key which uses a sorted array of all "key attributes". The File has the key attribute "path" and the value is the path without a trailing slash. 
Consequently, both resources are added during compile but when applying the catalog, they clash due the alias created when the Puppet::Type::File#uniqueness_key strips the trailing slash. 
Perhaps they should clash, but if so, that should IMHO, definitely happen during compile and not during apply.

A resource defined as File['/tmp/test/'] will yield different results for the #uniqueness_key when the resource is added to the catalog as a result of a compilation and added to a catalog as the result of a call to Catalog#to_ral. The former case will retain the trailing slash in the key whereas the latter will remove it. 
This is a problem because a compile might add two resource to the catalog (same path, but with and without trailing slash) and a subsequent apply will then crash on an alias conflict.

This is opens up for yet additional issues that needs to be solved - the order in which the files are processed, if they should be merged or not etc. We have much better facilities to deal with this in the support for lookup. I can imagine supporting globbing given paths (expanding them, while not allowing certain patterns like .. since that is a security issue) and then searching through them in ascii sorted order. We could also, like we do for the feature that allows a site manifest to be a directory of files (recursively), simply expand a directory reference to the recursive listing of all paths under that directory in ascii order (i.e. no globbing). 
Doing this for hiera (the project) is not something we want to do since handling of paths is completely different. For lookup this is totally doable. It will also be very easy to expand what is provided out of the box with any such search scheme with what we are planning for lookup in Puppet 4.8.0.

Henrik Lindberg I'd be happy to wait for `lookup` to finalize for this feature. I would really like to move to it prior to the end of the year, but I'm a bit gun-shy of the warnings about things breaking/changing in the way it works. 
When this was filed, Hiera was all that existed so it makes sense to move it to the new hotness. 
I'm OK with either the directory recursion or globbing but I would much prefer globbing since that will allow me to be very precise in what I want to include. 
In terms of conflicts, since you could include multiple files with the same mappings, I would think that you would be given the option to 'fail', 'override', or 'merge'. 
Fail -> Conflict fails the lookup Override -> Last one included (alphabetically) wins Merge -> Merge hashes, Override everything else 
That would be really nice (and of course provide a lot of room to shoot yourself in the foot) but I think that it would eliminate some of the existing Hiera backends that make for untraceable data sources.

Treicy Sanchez Gutierrez My guess is you're returning an actual timestamp (rather than a stringified timestamp) from your fact definition, and that this is leaving the string representation up to ruby and java. Adam Vinsh from the Puppet OpenStack module community brought up in IRC this morning that they discovered that they could use $require in the local scope of a defined type[1]. 
This got me wondering how local variables are generated from parameters and specifically how this intertwines with meta parameters. I was able to follow a path in the Puppet source that seemed to validate that all parameters of a resource are added to parameter scope[2] and that parameter scope will eventually make it into local scope by virtual of traveling through ephemeral scope[3]. Combine this with the specification that meta parameters are available in parameter scope[4] and it seems that you have an implicit behavior that one should expect that all meta parameters and their values are available in local scope.

Commit a1f9ab669 introduced a new method called is_json_type? in Puppet::Resource, and accidentally called it with is_json_type(value) here: https://github.com/puppetlabs/puppet/blob/master/lib/puppet/resource.rb#L118-L129.
