The backup command checks to see if the file (with that checksum) has already been backed up. If it has, then it doesn't need to send the file. The problem is the "head" request doesn't include the bucket_path request options. This results in the behavior you're seeing. If you try to backup /etc/passwd with checksum dd47a6a4263493a9f47355ecab68b97f to an alternate bucket, but the file has already been backup to the default bucket, then puppet won't save it to the alternate bucket location. Hi Rainbow! Your change to use puppetserver is the best thing - but you're right that although webrick is deprecated it's not completely gone.
That said, I couldn't reproduce this under Ruby 2.4.1p111 on macOS and Linux - I fired up a webrick server and connected to it OK ...

The log message says: Server Error: A duplicate resource was found while collecting exported resources, with the type and title Host[__PUPPETNODE__] on node __PUPPETNODE__ so it does show the type and title of the resource (a "host") resource. As far as the security issue, it requires both a hosts entry and your particular setup with the hosts file being managed by exported resources. So I don't think this is something Puppet can guard against inherently. If called from within a lambda the return will return from the function containing the lambda (as opposed to from the function being given the lambda).
Specifically, I don't understand "the return will return from the function", and I'm not confident that I understand the distinction between "the function containing the lambda" and "the function being given the lambda".
Is this interpretation accurate?

Let me run the above reproduction, but it sure seems to be the same:
Looks like it tries to expand the program name by PATH, causing it to fail:
Facter::Core::Execution.exec('quacli')
executing command: C:\Windows\system32\cmd.exe /c "C:\Program Files\QLogic Corporation\QConvergeConsoleCLI\qaucli.exe"
which then fails because it expands the file path and then comes back with:
'C:\Program' is not recognized as an internal or external command
