 I just tested this [pull request](https://github.com/puppetlabs/facter/pull/1703) against a live machine and it works fine.

Jira (PUP-5217) compile profiler metrics are incorrect

  Re: compile profiler metrics are incorrect

 If Puppet::Util::Profiler::Aggregate is just summing all the times recorded by all calls to Puppet::Util::Profiler.profile, then this looks like an expected result. The times recorded by Puppet::Util::Profiler.profile blocks are inclusive of any Puppet::Util::Profiler.profile blocks that may be nested, so things get double counted. I had to sort this out when updating Finch's puppet-profile-parser, here's the ticket for that: https://github.com/Sharpie/puppet-profile-parser/issues/1

  Facter Fails on Solaris 11.3 Patch 29.0.4.0 Native Zone.

Change By:
 Owen Rodabaugh

CS Priority:
 Normal

CS Impact:
 Facter won't work in zones.Our understanding is that the zones have security settings which limits what system calls can be made in the zone, facter is not expecting to have certain calls, kstat in this case, be rejected and to get passed a terminate signal. This could probably be solved on the zone side by giving access to kstat. If they are running a newer facter with the blacklist functionality it may be possible to track down this call and stop it from running it.Perhaps this is instead an improvement request for facter to not blow up when one call is rejected. This may become more important as docker adds similar security functionality as zones already have.

 Chris DenneenThat's the plan. We're doing a phased rollout - CFacter first to make sure it's not completely broken, then as a pre-release of Facter (probably coming pretty soon now, since Bundler and Rubygems are stubborn about messing with dependencies), and eventually as a real Facter release when we're confident it won't break the world. This is super early work right now. We're making it available for folks to play with, but we've spent most of our time on this just getting it to build, and have done almost no testing. We want to be cautious

 Is there a reason this gem wouldn’t become next release of “facter”? I’m sure there will be many Gem dependencies that are currently pulling down legacy one and would then just flip to downloading this instead having to replace facter with cfacter?

Jira (PUP-8553) PAL should be able to run with 'empty' puppet settings

  Re: PAL should be able to run with 'empty' puppet settings

 I would like to change how all the logic that is reached via PAL gets access to Settings. (As we all know it goes via methods [] and []= in Puppet, and those use @@settings as the place where the settings are. I can imagine keeping the settings in the Puppet context instead and that a user of PAL can provide an alternative implementation or initialize puppet's current implementation. The later is probably needed if PAL is used in the mode where it is configured from a given environment name (things like modulepath is configured from environment.conf + all the other settings). The current settings system is expensive to initialize even after not generating, compiling and applying the settings catalog, and a different approach would have a positive effect on startup performance of bolt's use of PAL.

 We then have to manage the tmpdir that we're using to empty settings and even that seemed like an unsafe hack. What if puppet adds a required setting that doesn't accept a tmpdir as it's argument?

 FACT-1838 will be tracking the tickets for the next set of improvements to the gem. We haven't filed them all yet, but releasing the binary is likely to be part of Phase 2. We're trying to get something out as early as possible so we can get feedback on bugs related to module testing, and will be addressing other use cases for the gem as we go.

 You should be able to call Puppet.initialize_settings(opts) once for the duration of bolt's ruby process (where opts are the root settings, e.g. confdir, that point to the temp dir). The one downside of reusing the same {[vardir}} across plan compiles is that you could in theory have state leaking across compilation. Not sure if that would happen in practice with bolt plans?

Release Notes Summary:
 In Bolt 0.17 we introduced the 'local' transport. The config for that was included in the inventory unless explicitly added, which meant that the 'all' group always included 'localhost'. This was unintentional and potentially dangerous behavior, and has been fixed so the implicit 'localhost' target is no longer part of any groups (but can still be explicitly added and overridden) .

 Running bolt --password --help causes bolt to prompt for the password, because that prompt is run as part of the CLI flag handler, even though the password isn't needed since we're showing help. Related, bolt --password --password will prompt for the password twice...

 There are about 20 others that are reasonable to move and where I expect bolt users to eventually want them (see R.Is request). I planned to continue adding them in 5.5.z if that is ok – otherwise need a new epic and will continue with the rest for Puppet 6.0.0.

  Re: Puppet stores files forever in state.yaml

 I'm assuming that if a resource is in the catalog or generated agent-side as part of something like a recursive file resource, then it gets written to state.yaml with an updated :checked timestamp. If this is the case, then we could apply a simple filter during Puppet::Util::Storage.store that drops all entries where :checked is older than some time-to-live:

 pruned_state = @@state.reject {|k, v| v[:checked] < Puppet[:statettl]}

 Puppet::Util::Yaml.dump(pruned_state, Puppet[:statefile])

  For :statettl, we could probably just pick something like "7 days" as a default value and solve 80% of the problem. Things that generate a lot of catalog entries, like recursive file resources that return 10s or 100s of thousands of directory entries, will still be a problem. But, these sorts of resources should be avoided anyway as they cause performance problems beyond the size of the statefile.

 I opened https://tickets.puppetlabs.com/browse/PUP-8552 to make sure we do implement the blacklist, or something similar at least, that PegaS suggested. It would be really great to reduce the maintenance cost for both systemd and dnf. However, we will likely target that work at puppet 6.0.0.

 Currently, we maintain a list of platforms that dnf and systemd are default for. This is unsustainable, as we have to update this list for every new release. What we should be doing is have a blacklist defining which subset of platforms the older provider is default for (rpm and upstart, respectively). This will reduce the long term maintenance costs for these two providers. We already have something like this for upstart, where we have a list of ubuntu platforms that upstart should be the default service provider for. However, the tests fail when we remove the platform restrictions for ubuntu systemd. Older ubuntu versions like 12.04 show that systemd is the default, which is wrong. We need to be careful this does not happen.

 Jennifer Solman can you add release notes, and if this needs manual QA validation or not?
