 With the changes in Puppet 5 and 6 to ensure we're using utf-8 everywhere, reporting non-utf8 data from EC2 metadata is gonna be even more complicated than it was when this ticket was filed. We pretty much can't send that data to the server now, so we probably shouldn't even be collecting it. The ideal solution would be to plumb Puppet's datatypes down into facter, so we could report the userdata as binary. The next best solutions are to base64 encode it unconditionally, or just stop reporting it entirely. The first is basically just wishful thinking, and the second two are both breaking changes (though certainly more correct than the current behavior). The compromise would be to conditionally omit or base64-encode the fact if it's not utf-8. This has some potentially gross impacts for certain users (for example, latin-1 text could look like utf-8 sometimes, when it's only using ASCII). But I think that'd only happen for cases that currently require a PSON or fact-blocking workaround, so those users wouldn't be any worse off.  BOLT-1131 involved defining explicitly which plan functions are available in apply blocks. The TASK_OPERATION_NOT_SUPPORTED_WHEN_COMPILING issue from the Puppet::Pops::Issues module (https://github.com/puppetlabs/puppet/blob/aaebc6cd3769c937f7da59320daadfa68ca8da23/lib/puppet/pops/issues.rb#L904-L914) had been raised when guarding incompatible plan functions in apply blocks. The work in https://github.com/puppetlabs/bolt/pull/876 introduced a pattern for defining puppet issues in bolt and replaced the TASK_OPERATION_NOT_SUPPORTED_WHEN_COMPILING.  There is another guard for plan functions that will raise a similar issue: TASK_MISSING_BOLT. It seems like there are places where the guard logic is unnecessary. We should evaluate each plan function that can raise TASK_MISSING_BOLT and determine if it is necessary and whether to replace it with an issue defined in bolt.  bolt plan show should list plans located at  If there is also a plan_name.pp file bolt should issue a warning and not display the plan in the list. This message should not appear when a different plan is shown or run. bolt plan show  should display the plan as normal but does not have to include any parameter information.  When transferring files to a Windows host, Bolt may optionally use the SMB protocol instead of using WinRM, for a significant reduction in transfer time. A user must either have Administrative rights to use an Administrative share like \\host\C$ or must use UNC style paths to access existing shares like \\host\share. Note that SMB file transfers can only be used in conjunction with winrm connections over HTTP, not HTTPS. SMB 3 (which supports encryption) is not yet supported.

 I am onsite with a customer in Germany who is a maintainer for SLES.  he states this may not be bolts problem but systemds, problem and running it in screen due to how screen works with systemd will allow the passphrase to work!  OSX 10.14 Mojave added a new security feature called “Full Disk Access” that limits the operations that a OSX user (including root) can do. You can find information about FDA here: https://macpaw.com/how-to/full-disk-access-mojave   Because of this feature, some of the Puppet functionality (for example changing a user’s home directory) does not work unless the puppet executable is whitelisted in FDA.   Whitelisting an app for FDA can be done in two official ways: 
 
Manual by the owner of the Macbook by clicking on the Apple icon > System Preferences > Go to Security & Privacy > Click on the privacy tab > Click Full Disk Access section in the side bar > Click on the “+” and add the path to the puppet executable: . Automated using Privacy Preferences Control Profiles (PPCP) and a Mobile Device Management (MDM) Server. 
   We could try to “engineer” our Puppet Agent installer to whitelist the puppet app in FDA. DropBox has done something similar in the past and they had a lot of backlash from Apple and the community: https://www.reddit.com/r/apple/comments/51wy96/discovering_how_dropbox_hacks_your_mac/,[https://applehelpwriter.com/2016/08/29/discovering-how-dropbox-hacks-your-mac/]     Without whitelisting puppet, we’ve got 2 Puppet tests that are failing. Both of them are related to changing a user’s home directory.
