From Alex Dreyer: "base64 -d /etc/puppetlabs/license.enc > /etc/puppetlabs/license.key" is not a single command so it won't work with sudo. The way we currently execute it turns into "sudo -u root base64 -d /etc/puppetlabs/license.enc" > /etc/puppetlabs/license.key Updating the documentation to explain this for run_command() would be helpful.

I'm experiencing confusing behavior with run_command() in a plan that gets called with
--user centos --run-as root
Any commands called like this will end up running as centos and with insufficient privileges, for example:
