This causes `bolt puppetfile install` to fail to install modules because it can't trust the forge. We should include a bolt.bat wrapper that sets up the proper environment, akin to the puppet.bat wrapper in the puppet-agent package. Currently, we just use the auto-generated wrapper from rubygems, which doesn't meet our needs. Add Comment
