According to the spec and the PE implementation, it should be possible to execute a task in 'noop' mode. If you do `puppet task run --noop` and the task metadata specifies {"supports_noop": true}, the task will receive a param called _noop, set to `true`. If it doesn't say it supports noop, it will fail.We should implement the CLI flag and underlying API support for - both - individual tasks - and plans - .

If it doesn't say it supports noop, it will fail.We should implement the CLI flag and underlying API support for -both- individual tasks -and plans-. *Test plan:*Write CLI tests that verify that running a task that supports noop with noop actually runs it in noop, and that running a task that doesn't support noop with noop doesn't run at all, and that a task with no metadata acts the same as a task that doesn't say it supports noop.

Bolt now accepts a --noop CLI option that can be used with 'task run'. When passed - and if the task metadata specifies {"supports_noop":true} - Bolt will pass a _noop=true parameter to the task (and/or set a PT__noop environment variable depending on input_method) to request that the task runs in noop mode.
