We have secure nodes that can't talk back to a master to fetch their catalog to set state. The idea would be to use a current control repo ( which does work with with apply blocks ) on a control server to apply the node state. I suspect the layout after pluginsync is different from what we ship across. This would be easy to accomplish if the catalog and plugin bundle was available to plan authors.
