 We have secure nodes that can't talk back to a master to fetch their catalog to set state.  The idea would be to use a current control repo ( which does work with with apply blocks ) on a control server to apply the node state.

 Define easy. I suspect the layout after pluginsync is different from what we ship across. Seems like the steps to get it working are: 
 
copy plugin bundle to the target and put it in the pluginsync location 
copy catalog to the target and overwrite the cached catalog state

 When using apply blocks for agentless puppet it would be useful to update the cached catalog on the target so the puppet-agent could enforce that catalog until the next puppet run.
