Manually validated that facter -p successfully returns the fact set when there is a non-UTF-8 string value for an ENV var. This was tested using a pre-release version of puppet-agent at SHA cc8e253cad61ae9e4cee3efa9f23e51f4792c55f containing facter at SHA 4a48607a360205640d74bbf2d58af23188ff8f80.
