Create a firewall rule to block outbound traffic to the user-data url: New-NetFirewallRule -DisplayName Block EC2 Magic Address -Action Block -Direction Outbound -Enabled True -InterfaceAlias private0 -RemoteAddress 169.254.169.254/32 This didn't work long term for me because our provider, Rackspace manages the firewall configuration with their Rackconnect automation. 2.) Remove the ec2 factor script: Remove-Item C:\Program Files\Puppet Labs\Puppet\factor\lib\facter\ec2.rb I don't like modifying a installed package like this. I would prefer if there was a way to blacklist built in factor scripts.
