In our text-based format, it's impossible to tell "empty string" from "null value". This distinction is important to modern Puppet versions which differentiate between undef and the empty string. Indeed, thanks to another bug, at least one fact must exist (or an error is generated). It becomes sensible to create a "null" fact. However, the text-based parser does not allow this.
