If openrc is used, puppet works fine. However if you opt-in to systemd, puppet won't detect that properly Desired Behavior: puppet should check if systemd is running and then use that as default provider Actual Behavior: systemd provider isn't used I have a fix at https://github.com/puppetlabs/puppet/pull/8919. let me know if you need any debug logs.
