 The agent hasn't loaded code from the modulepath in a long time, so that's no longer an issue. The server no longer loads code the agent's libdir by default (see SERVER-571). There is less need to do so as a result of hiera5/lookup and 4x functions being environment-safe. So I'm going to close this.

When running a master and agent on the same host, they share a libdir and possibly a modulepath, depending on which environments are in use.
The master loads code from its libdir, which by default is where the agent pluginsyncs to. This can lead to code leakage across environments, duplicate modules of different versions, etc.
Similarly, the agent loads code from its modulepath. So again we get similar problems.
I don't think puppet agent should be loading from the modulepath, and I don't think the master should be loading from the agent's pluginsync destination. Other applications like apply need to be able to load from the modulepath to compile catalogs. And applications like faces need to be loaded from the pluginsync directory.
