It looks like https://github.com/puppetlabs/puppet/commit/3a549fefe5b7ac2dbbf14223c22e09aae2f14278 and https://github.com/puppetlabs/puppet/commit/f1776e5673882f84a8e3679654a17f701aa0b6fc refactored the content code and removed the `#sub` call that was causing issues. This code was released in 3.6.0 so this bug needs to be verified to see if it's still an issue.

I'm pretty sure this is still at least a latent issue. The reason being that URL.unencode is deprecated and always returns a US-ASCII encoded string, even if it unescapes high-bit characters. So, the code is still producing strings that fail #valid_encoding? checks. Supposing we removed all the regular _expression_ substitutions that are raising errors when these checks fail, the potential still exists for this to come back and bite us in the future.
There are modern equivalents to URL.unencode that return Encoding.default_external instead of always using US-ASCII. We just need to decide on the appropriate one to use and swap it in.
