The use of global variables, and the fact that the fix does not address the masterless case of "puppet apply" made me move this to "needs information". I think it would be best to use a file as a cache instead of keeping it in memory since that would make the caching work for apply and remove the need of using global variables. (Yes, it means reading the file several times, but this is a vetted file that should be fast to read).
