As an ordinary user, it is not possible to list yourself with Puppet:

>puppet resource user $USER Error: Could not run: undefined method `exists?' for nil:NilClass

Simlarly, puppet apply fails:

puppet apply -e "user 

Unknown macro: { $USER}

" Notice: Compiled catalog for berna.localdomain in environment production in 0.14 seconds Error: Could not find a suitable provider for user Notice: Finished catalog run in 0.11 seconds

Running these commands with --debug reveals that Puppet can't find /usr/sbin/user {add,del,mod}
 since Fedora 20 installs them as mode 0750
This ultimately also leads to the spec tests in spec/integration/type/user_spec.rb to fail

It seems that a similar symptom is ailing the group provider on Fedora/CentOS
