I am getting similar error. Did any resolution come of this? I would be willing to run commands on my system for testing purposes. My error message is this: 
Error: Could not retrieve local facts: undefined method 'each' for #String:0x0002aae3d8 Error: Failed to apply catalog: Could not retrieve local facts: undefined method 'each' for #String:0x0002aae3d8

Alex Leonhardt no idea. That branch is tested nightly against centos7 so it may be something borked in your install. 
A couple guesses: 
 

can you double check whether you have multiple versions of puppet installed, e.g. by looking with find / -name puppet.rb?
