The issue is that puppet will load its configuration puppet.conf from different places depending on which user puppet executes as, and whether the user has elevated privileges or not. In the failure case, you can see output contains C:\Users\Admin\.puppetlabs. This means the user does not have elevated privileges, so puppet will try to load its config from C:\Users\Admin\.puppetlabs\etc\puppet\puppet.conf, which doesn't appear to exist. So then puppet defaults the server property to puppet, and fails to connect. I'm going to close this an incomplete. This is interesting, but a little difficult to understand due to the ? replacement characters in the output. What is your codepage (you can get this info with chcp). If you can install ConEmu, we have a better chance of capturing all the relevant output here instead of seeing the replacement ? characters in the output. I can tell you're running in the second instance without the token Puppet uses to detect Administrator access since the path to puppet.conf is under C:\Users\Admin. Is it possible that the puppet.conf file in that directory is not saved in UTF-8 encoding?
