I'm almost entirely sure this is no longer necessary since we simplified the ACL structure from three elements to just one.

 We will likely want to create a defined type to manage the collection of security related settings. Not entirely sure this is necessary, but it seemed helpful in the case of the registry, and that was of similar complexity.

I'm pretty sure we can remove this - this was part of the old but I'm not sure we'll need it for the new armature
