I agree that the behavior looks buggy, especially in that Puppet behaves differently from run to run. You may be able to work around the bug by taking care to refer to your classes by their fully- qualified names, structuring your modules in the canonical way (looks like you may already be doing that), and wherever possible ditching 'import' in favor of autoloading.
