You can run Puppet masterless (in puppet apply mode) and generate reports that would be processed in the same way as they would on the master (however, the report processor would need to exist on every node). All the puppet.conf settings around reports ( http://docs.puppetlabs.com/references/stable/configuration.html#report) would still apply here.
