I ran into this as well. I found that the puppetmaster will start without a site.pp but, it does not build the catalog and actually apply anything. So, I think that a site.pp file IS required. You can also set the PUPPETMASTER_MANIFEST variable in /etc/sysconfig/puppetmaster, if you're running puppet via an RPM build, to change the site manifest from the default /etc/puppet/manifests/site.pp to something else.
