I (Andrew Svetlov) want to promote Karthikeyan, a developer from
India, to the Python Core Developers list.

I'm mentoring *Karthikeyan* starting from this spring. He [got
triagers 
privilegy](https://mail.python.org/pipermail/python-committers/2018-September/006125.html)
on https://bugs.python.org since September of 2018, and he is very
active on the bug tracker.

He has about [100 Pull
Requests](https://github.com/python/cpython/pulls?page=1&q=+is%3Apr+author%3Atirkarthi&utf8=%E2%9C%93),
80+ were merged already; 5 PRs are waiting for review currently.

The main interest are of Karthikeyan is `unittest.mock` library, he
helped a lot to add async mock in Python 3.8; he helped me in my work
on asyncio issues.

  Also, Karthikeyan is very strong in reviews, both in formal text
part and manual checking that the proposed change is actually working
fine. There are about 400 Pull Requests where Karthikeyan was a
reviewer in very different areas of the Stadard Python Library.

As a triager, he took a part in 125+ discussions on the bug tracker
issues; I personally very appreciate this work.

Karthikeyan had participated in Core Developers Spring in London this
year, some of you had a chance to meet him in person doring the event.

Last but not least, Karthikeyan recently received "Google Open Source
Peer Bonus" award for his contributions to CPython.

I offer to mentor Karthikeyan for a month once he would become a core
dev to help him with understanding our workflow and etc.

The vote is starting now and will be finished in a week as PEP 13 states:

Working on email package under Barry mentorship looks like a good idea
and a first step to promoting Mark and Abhilash.
Also, we can give them bug triaging privilegy to help with managing
existing 150+ email related bug reports right now, it doesn't hurt.

After some mentorship period, we can consider promoting them to Core Devs again.
Mentorship is always a very important and required part for our
workflow, regardless of tech expertise.
We always are striving to get PR review (except very trivial changes maybe).
Personally, the ability to press the green "merge" button doesn't
change too much in my work (but requires more responsibility, sure).

I got reply from Anatoly. Short summary is:
1. He don't want to sign Licence Agreement by some reasons (not clean
to me. Looks like his objections are not showstopper for every another
contributor).
2. He don't want to work on patches due lack of free time/interest and
not enough experience level.
3. He like to protect hard his opinion unless 100% sure he is wrong.
and
4. He want to be helpful for Python and community

Looks like points 1-3 are opposite to point 4 :)

I would to pick up the question.

Serhiy Storchaka is responsible man and is very active.
His patches are good enough, often covering the matter out of view
from other Core Devs.
He is also receptive to comments/reviews as Antonie said (and I'm
agree with Antonie).

Serhiy can make a big value to Python as committer than as just a contributor.

I'm +1.

I really will to make a second poll pass.
From my perspective first one had lack of activity due pre-release state.
