few pages (one link said it is a dead list, but anyway), 
would you care give the information
where to join it?

The fact that a mailing list has an audience you are interested in
reaching is no excuse for posting deliberately off-topic messages. It is
instead a very good way to get yourself permanently ignored by the very
people you would most like to talk to.

The list of mailing lists on mail.python.org is quite extensive and
includes both capi-sig and the general python-list.

The latter is also the appropriate place to post "Where should I ask
about Python topic ?" queries.

Note that pretty much everyone who reads this list will likely also read
c.l.py, but c.l.py has a much broader audience, including a lot of people
who write extension modules in one way or another. So you're better off
asking there than here. There's also a list dedicated to the C-API of
CPython, where this would be much better placed (it seems that you have
found it already).
