[Python-modules-team] Bug#883157: mod_python upstream now supports python3

mod_python at https://github.com/grisha/mod_python now can be built
against python versions 3.3 through 3.8.  (a patch merged today adds
support for python >= 3.7)

Providing libapache2-mod-python3 should now therefore be relatively easy.
Please package the new upstream.
