That depends on which package is supposed to ship
/usr/lib/python2.7/dist-packages/backports/__init__.py
If python-backports-shutil-get-terminal-size should own this file
(1.0.0-2 still ships it), it must "take it over" from package
python-backports.ssl-match-hostname with Breaks+Replaces.

PS: I slightly doubt that *any* package should ship
/usr/lib/python2.7/dist-packages/backports/__init__.py, except maybe
something like python-backports-common

No, but that is the intention of the test: finding install/upgrade paths
that go wrong. So you are missing
  Breaks: python-backports.ssl-match-hostname (<< 3.5)
  Replaces: python-backports.ssl-match-hostname (<< 3.5)
in python-backports-shutil-get-terminal-size.

(the package content between python-backports-shutil-get-terminal-size
-1 and -2 didn't change, so no need do something in
python-backports.ssl-match-hostname, too)
