A bit of googling suggests that '-net udp' has never been supported in mainline QEMU -- it seems to be a local patch provided by the GNS3 folks. You downloaded the source code of the emulator. Windows builds are available from http://qemu.weilnetz.de/ and http://www.omledom.com/ (Those are different builds by different people).
