Yes, we've always had both domains in parallel. The recent
change is that qemu.org now redirects to qemu-project.org
rather than them being separate-but-equivalent. (We're
currently discussing whether we should do it the other
way round instead.)

It's not new, it's the official domain of the QEMU project.
