In my view, the special attraction of QGIS is it's relatively simple, 
easy to understand interface. The plugin infrastructure, of course, lets 
the use get as deep as he wants into all the sophisticated GIS analyses, 
but the beginning user can  easily dip his big toe and start making some 
maps, without getting frustrated, or overwhelmed right at the outset. So 
I tend to agree with Mike that plugins should be disabled by default.

the package, and that my installation of python-qgis is already the newest.
Still no option for the mapserver export. Any suggestions?

I don't directly know any solutions, but I looked around and it appears there 
are several solutions where the redistributable file is run as a prerequisite 
during installation. All three files (VCRedist_x86.exe, VCRedist_x64.exe, 
VCRedist_ia64.exe) might need to be bundled for the other MS platforms. See 
http://msdn.microsoft.com/en-us/library/ms235299.aspx for a pretty good 
description of the issue (including the same error message).

18 or so right now, spread across three different offices (more users expected 
later this year at other offices). I'm in the same office as most users, so I 
get to see their habits. Almost all users are new to GIS.

As mentioned above, this was *added* to streamline things for the new
user. I will try to find a way to resolve the GRASS issue though.

...all I can say is that you are not alone, I have that problem too. I
can not use GRASS plugin because it kills QGIS with "G_getenv():
Variable GISBASE not set" error.

Running QGIS 1.0.2, standallone installer, on win xp.

I've tested replacing qgis 0.11 with 1.0.2 at my office, and I've come across a 
few issues with the stand-alone Windows installer. (The OSGeo4W installer does 
not have any of these issues.)

As recently discovered, the Microsoft Visual C++ 2008 Redistributable Package 
needs to be installed on some systems. Can this be included with the 
installation?

On starting QGIS on a clean system for the first time, a message box shows 
"QGIS couldn't find your GRASS installation. Would you like to specify path 
(GISBASE) to your GRASS installation." After clicking "Cancel", another 
message: "GRASS data won't be available if GISBASE is not specified". There 
never was a GRASS installation on the system, so these dialogs come out of 
left-field for a basic user that does not know what GRASS is. It is also not 
obvious to a new user to suppress this message by turning off GRASS in the 
plugin manager.

After QGIS has started, the toolbar is FULL of icons. Inspecting QGIS Plugin 
Manager, I see that ALL installed plugins are enabled by default. This is

Is it possible to revert to previous behaviour (or same as OSGeo4W behaviour),

The file is missing, probably Carson has just forgotten to upload it :) 
I'll make the message more detailed in the future.
