[Qgis-user] QGis settings

Hello,

I'm looking for an overview where QGis 2.14/2.18 and especially QGis
Server is getting settings from. And in which order they are applied?

As far as I know, there is a qgis.ini where the path can be configured
with QGIS_OPTIONS_PATH. But from which location are settings stored/read
if it is not set.
On windows there are settings in the registry, on MacOS I don't know.
On my system (Linux) and in QGis itself I can set environment variables.
Somehow it is cumbersome trying to figure out if a certain setting is
active or not and where to set it.

Any hints where I should start looking?
