I had a similiar use case, see here:

Unfortunately, I just noticed the answer on my post then right now, so I
did not dig any deeper.

Basic thing is, that you can establish a "connection" between two layers
by an "aggregate" function.

But how to use that to change the style on e.g. a hover, is still beyond
my capabilities, but I'm prettey sure there  is some clever way to
accomplish that. Sadly, I'm not that clever. Maybe something with rule
based style?

leave Lat Lon Tools as it currently operates, but I will look over the

My personal opinion is, that GIS should think more in a mathematic way. Because 
of that, I always prefer working with XY-values, no matter which CRS I am 
using. It is always a mess for your work, if data using YX-values, and you will 
analyse your data with mathematic formulas. The usage of lat Lon is only a 
speaking and survey thing...

missing some of the lbraries that were in Catalina.
