Of course there are the way to open it but if it is shared by anyone, in my
opinion, he need to know how correctly share it

There are shapefile repair tools around that can recreate the .shx file.
A .dbf is not mandatory, you will just see no attribute table without it.

I do not have ArcGis as i dont not use it. But i will ask my supervisor to 
provide me a .tiff file and will see if it works.

There are several factors that may cause your raster and vector layer is 
misplaced or not correctly projected.

What’s CRS that you use? Can you provide the EPSG code? Please share the 
complete shapefiles (.shp ; .prj ; .dbf ; .shx) in one zip file.

It seems that your raster file (.ovr) is not has CRS system yet.

Taimur,

both files lack any CRS information. For Shapefiles, this should be in 
the .prj file. Looking at the extent, it seems to be latlon degrees, 
placing it on a nature reserve in Central Oman (sorry I can't read the 
Arabic label on Openstreetmap, but bing imagery has AL Wusta around there).


BTW if you share shapefiles, add the .dbf/.prj/.shx files too.

The raster seems to be unreferenced. If you have a XML file containing 
metadata, it might contain the necessary CRS information. The .ovr alone 
is not enough.

I think ovr is pyramid raster files, try to export in .tiff file or .adf from 
ArcGIS and open it in QGIS.

2 - as often as you export a Raster from ArcGis, unless it's a geotiff, 
this raster is not georeferenced in any CRS (as it seems to be what you have
shared).
