Both fixes are now in Master branch, so the upcoming QGIS 3.20 will not
suffer of the two issues.
Anyway the second fix was not backported to 3.16 branch.

Hi Richard,
this issue was already fixed (as confirmed by Saulteau and Piet) with
https://github.com/qgis/QGIS/pull/43694, thereafter superseded by
https://github.com/qgis/QGIS/pull/43712 which has not yet been merged in
master.

This particular patch is being applied to 'master' so it's important 
to Find & Replace the reference to the /proj/ folder.
It's because the /proj folder doesn't exist in the 3.18.3 source 
package and the patch won't apply.


Then, you can change directly into the qgis source folder after you 
extract it, apply the patch, then make, make install.


cd 
patch -Np1 -i /srs-fix.diff

is an example of applying the patch with the 'patch' utility
