Hi,

the WFS works for me too. Tested on QGIS 2.16 and 2.14.4 (LTS) on Windows and 
2.14.4 (LTS) on Linux (Ubuntu 14.04). I loaded the layer “gemarkungen_rlp”, 
“gemeinden_rlp” and “landkreise_rlp”.

Note that from the URL you provided I only used the part up to the question 
mark (?) - not sure how sensitive QGIS is about URLs ...
