Yes it should. This, even with bad plugin metadata, is a bug in the plugin
manager.  It should handle the errors better.

We are having the same issue, with 15 workstations (we are in a training)

about 14 hours ago, it was still fine.

There is a popup after starting the app (which is probably the plugin update
checker)

When you open the Plugin Manager, the download of the Official Plugin 
Repository never finishes.

We use 2 different ISPs to access the internet.
We can open http://plugins.qgis.org/plugins/plugins.xml?qgis=2.6 in the browser 
without XML parsing errors.

A quick fix would be highly appreciated, so we can do our plugin exercises :-)

When I restart now (i had restarted before), the error is gone. We are back. 
If anyone did something, thanks. If this is an error that may return maybe it

In this case I think it is best to  create an issues for this.
OR split up this email, so it is more clear what it is about.

Because it looks like you describe three (non related) problems?

Hi Richard,

Its the same issue. Its all related to the download of the plugins xml 
file.


Once you have the error, which happens when you start the application, 
because the plugin updater downloads the file, anything you do with 
plugin management keeps failing, but not always throwing an error.
