This is (possibly) normal.

Do:

/var/qmail/bin/qmail-qread

and examine the logs (tail -f /var/log/qmail/current).

Take also a look at:

Is qmail running? Have you tried sending SIG_ALRM? Have you tried
restarting qmail?

Completely normal.

qmail needs no queue management; it's completely automatic.  "What problem are
you trying to solve?"
