Thanks to all of you who personally mailed me that it's inetd.conf, which
I knew of already.. I just figured there was a new file called initd.conf.

Ok, so I've opened the inetd.conf and found this at the bottom:

smtp stream tcp nowait qmaild /var/qmail/bin/tcp-env
tcp-env/var/qmail/bin/qmail-smtpd

All of that line is on one line.  Is this how it should be for Qmail?  And
if so.. how come I still can't telnet to port 25?  Or send mail to my
qmail server.  I can send mail OUT from the server, as well as WITHIN the
server to other users.. but I can't get mail from the outside.

No, you need a space after the last tcp-env.
