Where can I find easy instructions to set MSOutlook to check mail before
sending.

My MS Outlook is set to check for mail every 10 minutes.  You set it up in
Tools, Options, Mail Delivery.

All clients that support POP. That's why pop-before-smtp exists. ;)

Start M$ Lookout. Choose Help. Search for 'check mail'.

It's really that simple.
