user2 = permitted only send and received to local domain (abcd.com)
user3 = only allowed to send and receive from a particular domain abcd.com,
yahoo.com and gmail.com.

Please help, because I need rules like these, I have browse google and ask

(Your trimming and top posting is making things a little difficult to
follow BTW)

In your smtp log, you have

simscan:[32762]:CLEAN (0.10/6.00):0.8747s:SPAM(16.5)
business/medical/consumer mailing
lists:217.6.150.34:henry.jill...@gmail.com:sa...@sagateway.com

This indicates the message scored 0.10, and a 6.00 or higher would be
rejected.

I've no idea where the SPAM(16.5) header came from. It didn't
come from QMT that I can tell. If QMT tagged the message, it would have
the same contents as the rewrite_header Subject line in your local.cf
file (I use [SPAM] myself).

It appears that the SPAM(16.5 tag was either already in the
message, or it was added by a client filter.

In order to see what's really going on with the message, please have a
look at the message headers. There are spam records in there which tell
the whole story. If you need help with them, please post the message
headers.

BL here is that simscan is indeed scanning, as it's putting messages in
the smtp log.
