Starting from site http://squirrelmail.org/download.php find proper
language file, probably:
http://sourceforge.net/projects/squirrelmail/files/locales/1.4.18-20090526/pt_PT-1.4.18-20090526.tar.gz/download

After installing locale and help files change the default language:
cd /usr/share/squirrelmail/config
./conf.pl

I believe there are some instructions on Squirrelmail's website on how 
to change the language. I've done it, so if you cannot find those 
instructions let me know and I'll write something up on the wiki.
