I think the counting of absentee ballots is like most other things, it differs from state to state. I know that in many counties in Florida they began counting the absentee ballots as soon as the polling stations close. They are very simple to count since they are Scantron's. I didn't count primary ballots so I wouldn't want to speculate, but I doubt that any ballots went uncounted. The people I worked under were real sticklers for accuracy.
